Tropical Storm Priscilla lived just 3 days in the eastern Pacific Ocean making for one of the shortest-lived tropical storms of the season.


Priscilla skipped the depression phase and went from a low pressure area to a full-blown tropical storm at 5 a.m. EDT/0900 UTC on Oct. 14. Priscilla formed near 14.3 north and 115.7 west, about 705 miles/1,135 km southwest of the southern tip of Baja California. Priscilla moved north-northeast and had maximum sustained winds near 40 mph/65 kph at birth.


On Oct. 15 Priscilla had already weakened to a depression because of wind shear and the arrival of more stable air into the environment around the tropical storm.


At 5 p.m. EDT/2100 UTC, Priscilla's maximum sustained winds dropped to 35 mph/55 kph. The center of tropical depression Priscilla was located near latitude 17.7 north and longitude 117.5, about 610 miles/980 km southwest of the southern tip of Baja California



Priscilla was moving toward the west-northwest near 8 mph/13 kph and this general motion is expected to continue through Oct. 16.


A GOES-West satellite visible image on Oct. 15 at 2215 UTC/6:15 p.m. EDT that showed the bulk of precipitation west of the center from wind shear.


By Oct. 17, Priscilla was a post-tropical cyclone. The last bulletin issued by the National Hurricane Center pinpointed the center near 18.7 north and 120.9 west, about 765 miles west-southwest of Cabo San Lucas, Mexico. The post-tropical cyclone was fading fast as sustained winds dropped to 25 knots/28.7 mph/46.3 kph. The National Hurricane Center noted at 0300 UTC on Oct. 17/11 p.m. EDT Oct. 16, that Priscilla ceased to qualify as a tropical cyclone.

All-Out Revolt Over Obamacare in 2014





SEN. MARCO RUBIO (R-FL): The problem here is this: We dealt with this again tonight at the end of this latest Washington-manufactured, Harry Reid-manufactured crisis, but the real crisis facing our country is still there. We have a national debt that now is going to be over $17 trillion, and there is not a single plan in place to address it. We have a disastrous health care law that's going to be hurting real people in dramatic ways.

Right now, Obamacare, for many Americans, it's just a website that doesn't work. But in a few weeks, in a few months, it's going to start directly impacting millions and millions of people, costing them their existing coverage, costing them hours at work, moving them from full-time to part-time, costing them their relationship with their doctor. The list goes on and on. We have done nothing to address these things, and now apparently January will be or February will be the date when we address it. And the truth is, in the meantime you have millions of Americans that feel like they're running in place. They're working hard, they're trying to get ahead, but they can't find a job or the job they have doesn't pay enough. And no one up here seems to think about it, they're just oblivious to it. It's just a political process that's oblivious to this reality.

SEAN HANNITY: I was just talking to the cameraman that is literally in front of me right here, except behind the camera. He just told me his premium went up from $1,400 to $2,100, a far cry from saving $2,500 a year, and his benefits are far less than what he had. Example after example. Do you think that this reality creates a backlash the way the website roll out created a bit of a backlash?

RUBIO: Well, the reality's going to create a huge backlash. And, you know, there's precedent for this. Back in the late '80s, they passed a Medicare bill around here that they had to come back a year later and scramble to get rid of because people started seeing what the reality of it was. You highlighted one of those realities. There will be many others.

Imagine for a moment if you are watching this program tonight and you are covered by health insurance, and you like your health insurance, and you're happy with that health insurance, and while you think it's a little bit too high, at least it hasn't gone higher. Now, guess what? It's going to be taken away from you. You could lose that health care coverage because it doesn't meet the parameters of Obamacare. That is a fundamental promise the president made which has been broken, that if you were happy with your health coverage, you got to keep it. That's not going to happen. And, again, we have missed a golden opportunity to do something about it, but we haven't given up the fight. The one thing I want people to understand is they should not feel depressed about this or discouraged about the long-term of it. We are going to prevail on this issue. It is just a matter of time. We will prevail because Obamacare is going to be a disaster, and it won't be long before many people in this town will be scrambling to try to fix it or get rid of it.

HANNITY: I actually agree with you. I think it will collapse of its own weight. I think it is unsustainable. The sticker shock is now beginning to sink in, and I think the care is even going to be worse than the computer roll out.

There's a lot of characters in this play that we've been watching unfolding the last couple of weeks. You've got the Democrats, their holy grail has always been health care. That's why they wouldn't negotiate. The media, which is in their pocket. And then you've got the establishment I would argue Republicans, led by people like McCain and Bob Corker. They wouldn't hold strong on this. They didn't want to draw a line in the sand on this, and they want to protect the bureaucracy. And then they've got guys like you and Rand and Mike Lee and Ted Cruz. Why do I think you guys are the new emerging voice of conservative in the country and in the Senate? And I think for those guys that didn't like what you guys were doing here, they better get used to it. Is that a fair assessment or no?

RUBIO: You know, Sean, let me just say there's no doubt, it's been well-documented that there's been a tactical difference of opinion about the right way to approach this issue. But I think at this point, for the good of our country, it is important for Republicans and independents that identify with us on this issue to try to come together and come up with a winning strategy to address this moving forward.

HANNITY: What would it be? What is it? How do you get John McCain on board?

RUBIO: Well, here's what's going to happen, OK? By the early part of next year, February, March, April and May of next year -- I know that sounds like a long time away, but it's not -- the realities of this law are going to begin to impact people. So, right now, people are hearing about Obamacare. Maybe a few people, a lot of people are being affected by it, but we're talking about millions of people starting early next year are going to be directly impacted by this law, and a lot of people are going to wake up and realize, hold on a second, this is not free health insurance. This is something that's going to cost us something we're already happy with. It has hurt us at work, it has cost us our relationship with our doctor, our premiums have gone up, and they are going to be angry about that. There is going to be an all-out revolt in this country over that, and that is I think the moment to absolutely act and say, we are going to get rid of this law, and then look for opportunities in the future to replace it with better ideas that address our significant health insurance problem, but not this way, not through this massive government intervention into one-sixth of our economy.

HANNITY: That's why I supported you guys for fighting here. And that's why tactically, strategically it would have been good politics. But sometimes I guess, even when your kids, people have to experience a certain amount of pain to wake up to the reality of what's coming.

RUBIO: You know, Sean, one of the legitimate powers of Congress is to refuse to fund things or to fund things that we agree with, OK? That is a legitimate power, it belongs to the Congress under the Constitution. Why would I support spending a penny more on a program that I know for a fact is so painful, hurtful and disastrous for the American economy and for the fundamentals of the American dream? That was a very legitimate goal to begin to chase, and I hope we will revisit it because there will come a time here fairly soon where there will be millions and millions of people, including those who don't agree with us now, who will be begging to be let out from under this law.

HANNITY: I think you're right. Good to see you. Thanks so much for putting up the fight.

EDEN PRAIRIE, Minn. (AP) — Adrian Peterson has rejoined the Minnesota Vikings after missing practice to attend the funeral for his 2-year-old son.

Peterson says he went to Sioux Falls, S.D., on Wednesday for the private service. The boy died last week in an alleged case of child abuse. Peterson says he didn't know the child was his until about two months ago and had been working with the boy's mother to support the family financially and meet the boy, whose name was Tyrese Robert Ruffin.

The first time Peterson saw the child was when he was in the hospital last Thursday. The boy died the next day.

Peterson says attending the funeral was extremely difficult. He plans to play on Monday night against the Giants.

Review: Salt keeps server automation simple

Like Puppet, Chef, and Ansible, Salt is an open source server management and automation solution with commercial, officially supported options. Based on command-line-driven server and client services and utilities, Salt is primarily focused on Linux and Unix server management, though it offers significant Windows management capabilities as well. While Salt may look simple on its face, it's surprisingly powerful and extensible, and it has been designed to handle extremely large numbers of clients.


Salt uses a push method of communication with clients by default, though there's also a means to use SSH rather than locally installed clients. Using the default push method, the clients don't actively check in with a master server; rather, the master server reaches out to control or modify each client based on commands issued manually or through scheduling. But again, Salt can also operate in the other direction, with clients querying the master for updates. Salt functions asynchronously, and as such, it's very fast. It also incorporates an asynchronous file server for file deployments.

Post-Snowden, U.K. Parliamentary Committee To Probe Individual Privacy Vs. National Security


A U.K. parliamentary committee has widened the scope of a planned inquiry into the legislative framework governing national intelligence agencies’ access to private information, triggered by the PRISM revelations in the U.S. It will now consider more broadly the impact of mass surveillance on individuals’ right to privacy.


The Intelligence and Security Committee (ISC) said today it will broaden the scope of its forthcoming inquiry — in order “to examine the appropriate balance between privacy and security in an internet age”.


The ISC announced its intention to probe the work of GCHQ, the UK’s spy agency, back in July — following allegations that it had broken U.K. law by intercepting communications under the U.S. PRISM programme, noting at the time:



Stories in the media have asserted that GCHQ had access to PRISM and thereby to the content of communications in the UK without proper authorisation. It is argued that, in so doing, GCHQ circumvented UK law. This is a matter of very serious concern: if true, it would constitute a serious violation of the rights of UK citizens.



The committee said today it has satisfied itself that GCHQ “has not circumvented or attempted to circumvent U.K. law” but said it believes it is still necessarily to examine whether the current statutory framework governing access to private communications is fit for purpose.


Specifically it is looking at what it calls the  ”complex interaction” between three pieces of legislation: the Intelligence Services Act, the Human Rights Act and the Regulation of Investigatory Powers Act — “and the policies and procedures that underpin them”.


ISC chairman, Sir Malcolm Rifkind, said the committee will address concerns about the “suggested extent” of the capabilities available to the intelligence agencies, commenting further:



There is a balance to be found between our individual right to privacy and our collective right to security. An informed and responsible debate is needed. The Intelligence and Security Committee of Parliament has therefore decided to broaden the scope of its forthcoming inquiry to consider these wider questions, in addition to those relating to the existing legislative framework.



As part of this wider remit, the committee said it will be taking written evidence “more broadly” — so not just from the classified sources it has access to but also inviting submissions from the public — in order to “consider the full range of opinions”.


It also plans to hold oral evidence sessions — some of which it said it expects to hold in public. This is not a full-blown public inquiry but is at least more open than the ISC’s typical modus operandi. Still, it remains to be seen how rigorous the inquiry will be, and whether this is more an attempt to whitewash criticism of GCHQ and to avoid a more detailed public probe of its activities.


U.K. newspaper The Guardian has been publishing information on GCHQ’s activities sourced from information provided by security agency whistleblower Edward Snowden — including details of Tempora, a GCHQ programme which the paper describes as a “large-scale ‘Internet buffer’” that stores Internet content for three days and metadata for 30 — via the agency tapping into fibre optic cables carrying phone calls and Internet data — and the harvested info then being shared with the NSA.


The string of revelations about GCHQ’s surveillance activities has ramped up political pressure for a wider inquiry into its practices — even as The Guardian has come under sustained attack from some U.K politicians and portions of the U.K. media for making sensitive security information public.

Colorado cantaloupe farmers to plead guilty to charges over listeria outbreak

(Reuters) - Two Colorado farmers whose listeria-contaminated cantaloupes killed 33 people will plead guilty to federal criminal charges stemming from one of the deadliest outbreaks of food-borne illness in the United States, court documents show.


U.S. prosecutors last month charged two former owners of Colorado-based Jensen Farms, brothers Eric and Ryan Jensen, with six counts each of introducing adulterated food into interstate commerce tied to shipping tainted melons to out-of-state markets in 2011.


The brothers initially pleaded not guilty. But legal filings on Tuesday by attorneys for the Jensens show they have struck a deal with prosecutors and intend to plead guilty to unspecified charges at a hearing later this month in U.S. District Court in Denver.


Attorneys for the brothers on Wednesday confirmed they will plead guilty but declined to provide details of the plea agreement. Federal prosecutors were not available for comment.


"We're headed in the direction of a guilty plea," said Richard Banta, lawyer for Ryan Jensen, 33.


In May 2011, the Jensens began washing the farm's cantaloupes with devices used to clean potatoes and failed to use a chlorine spray feature that kills deadly bacteria, U.S. Attorney John Walsh said in a statement last month.


"The defendants were aware that their cantaloupes could be contaminated with harmful bacteria if not sufficiently washed," he said. "The chlorine spray, if used, would have reduced the risk of microbial contamination of the fruit."


In addition to the deaths, the listeria outbreak linked to the farm in the southeastern corner of Colorado led 147 people across 28 states to be hospitalized, authorities said. One woman suffered a miscarriage.


The Jensens filed for bankruptcy in 2012 and suspended farming operations amid a raft of lawsuits by people who were sickened or whose family members died from listeria infections connected to the tainted cantaloupes.


The elderly, pregnant women and people with compromised immune systems are at highest risk for listeria, whose symptoms include fever and gastrointestinal distress and which is the third leading cause of death in food-borne illnesses, according to the U.S. Centers for Disease Control and Prevention.


Attorneys for the Jensens said in a statement last month that the brothers remained "shocked, saddened and in prayerful remembrance of the victims and their families."


The Jensens faced up to a year in prison and a maximum fine of $250,000 for each of the six initial charges.

PetroChina's former Indonesia chief under investigation: sources

HONG KONG/BEIJING (Reuters) - The Chinese government is investigating the former head of PetroChina's Indonesian operations, sources said, just weeks after authorities announced a corruption investigation into other former senior executives at the state oil giant.


PetroChina removed Wei Zhigang from his post as general manager of its Indonesian unit several weeks ago amid an unspecified official probe into the executive, three Chinese oil industry sources familiar with the matter told Reuters.


Company spokesman Mao Zefeng said he was not aware of any investigation into Wei, who could not be reached for comment.


PetroChina and its parent firm, China National Petroleum Corp (CNPC), are at the center of one of the biggest corruption investigations into the Chinese state sector in years. Until now, no executives from PetroChina's foreign operations have been implicated.


"The former general manager of the Indonesian business is under investigation," said one source, who spoke on condition of anonymity due to the sensitivity of the matter. "He has already been removed from the general manager position."


A second source added: "Wei has been removed from his job and his replacement has been sent to Indonesia."


The new country general manager is Xue Liangqing, formerly a chief geologist at PetroChina's international exploration and production unit, the three sources said.


Asked to comment, Indonesia's energy regulator SKKMigas said Wei had to leave because his visa had been extended too many times for someone in that role in the country's oil sector.


Spokesman Elan Biantoro said the regulator was aware PetroChina had appointed Xue as its new general manager for Indonesia.


A corporate communications manager at PetroChina's Indonesian unit in Jakarta said she could not provide immediate comment.


SKKMigas has been rocked by its own corruption scandal, with a recent investigation into its former chief.


WIDESPREAD INVESTIGATION


Beijing stunned the Chinese energy industry in late August and early September with announcements that five former top executives at PetroChina and CNPC were being investigated for "serious discipline violations", shorthand generally used to describe graft.


The executives included Jiang Jiemin, former chairman of both entities, and Wang Yongchun, who was vice president of CNPC in charge of China's largest oil field of Daqing in the country's northeast.


Authorities have given no further details on the alleged wrongdoing of the five, but the investigations suggest President Xi Jinping wants to tackle graft in an industry that ranks as one of the most powerful corners of China's state-owned corporate sector.


None of the former executives have been reachable or seen in public since the announcements. Top executives at several PetroChina suppliers have also been implicated.


PetroChina's operations span the globe, from oil production facilities and pipelines to refineries and petrochemical projects. Its market capitalization of about $235 billion makes it one of the world's most valuable oil firms.


Wei, an industry veteran, took over as head of PetroChina's Indonesia operations in 2004, according to PetroChina.


The unit, with nearly 3,500 employees, has increased crude oil output significantly since its incorporation in 2002, when PetroChina bought U.S. oil firm Devon Energy's assets in Southeast Asia's biggest economy.


PetroChina's output in Indonesia was 5.67 million metric tons in 2011, roughly triple its 2002 level, making it the seventh largest producer in the country.


PetroChina attributed the surge in part to expertise from CNPC's oil service units, including CNPC Daqing Drilling Engineering Co, in extracting oil from mature fields, experience accumulated from decades operating ageing fields at home.


Last month, Reuters reported that PetroChina had tightened control over its managers and stepped up safety inspections to ensure the "shock" from the corruption scandal doesn't disrupt its global operations.


Controls were also tightened in case directors tried to flee China or were needed as part of the investigation, which has sparked shock and confusion inside PetroChina, a company with 550,000 employees and 320,000 contractors.


"The atmosphere in the company remains heavy," said the second source.

The news that Tina Fey and Amy Poehler will be hosting the Golden Globes for the next two years is a welcome development for fans of the funny duo, whose gig hosting the 2013 Globes generated positive reviews and a six-year ratings high.


During that show, Fey and Poehler got laughs mocking former host Ricky Gervais, James Cameron, Taylor Swift and Lena Dunham. They also provided memorable bits as the fake nominees from faux TV movie contender Dog President and by mugging with J.Lo and George Clooney.

Canada not doing enough to tackle problems of aboriginal people: U.N.

OTTAWA (Reuters) - Canada is not doing enough to tackle the social and economic ills facing its large aboriginal population, which is beset by poverty, poor housing and high unemployment, a United Nations official said on Tuesday.


In a rare international rebuke to Canada, James Anaya, the U.N. special rapporteur on the rights of indigenous peoples, said Ottawa was taking some measures to address problems that have bedeviled the native population for many decades.


"It is equally clear that these steps are insufficient, and have yet to fully respond to aboriginal peoples' urgent needs," he told a news conference in Ottawa at the end of a nine-day visit.


"Canada consistently ranks near the top among countries with respect to human development standards, and yet ... aboriginal people live in conditions akin to those in countries that rank much lower and in which poverty abounds."


Anaya said indigenous people suffered from high levels of violence, crime, unemployment, suicide and "woefully inadequate" housing which has led to a range of health problems.


A 2011 census showed Canada has 1.4 million aboriginals, or about 4.3 percent of the overall population.


The office of Aboriginal Affairs Minister Bernard Valcourt did not immediately respond to a request for comment.


Some Canadian aboriginal bands briefly blockaded roads and rail lines in January - as well as the Ottawa building where Prime Minister Stephen Harper has an office as part of a national protest called "Idle No More" against the poor living conditions of many native people.


In March, an alliance of Canadian and U.S. aboriginal groups vowed to block three proposed pipelines that are planned to transport oil from tar sands in Alberta through the United States.


Aboriginals complain that various levels of government in Canada have not properly consulted them before approving exploitation of natural resources on lands that native people consider to be theirs.


"I've seen enough to know there needs to be further dialogue with regards to the pipeline(s)," said Anaya.

Netflix Shares Up 8 Percent After Reports of Talks With Cable Companies


Shares of Netflix surged 8 percent Monday after reports surfaced that cable operators were considering embedding the video streamer's service into set-top boxes.



The Wall Street Journal, citing people familiar with the discussions, said Netflix is talking to Comcast and Suddenlink Communications. Bloomberg later reported talks are underway with Charter Communications and Cox Communications as well. 


Netflix stock Tuesday rose $23.51 a share to $324.36 on volume that was more than twice the average.

Presumably, a deal in the U.S. would be similar to those Netflix recently struck with Virgin Media in the U.K. and Com Hem in Sweden. With those two -- at least initially -- only subscribers who use TiVo set-top boxes will be able to access a Netflix app.


Netflix's goal, though, is more likely that the app be made available on cable boxes in general, making the on-demand streamer more of a partner to multi-systems operators and less a competitor.


"We would love to reduce the friction to the end consumer and be available via the existing device in the home," Netflix CFO David Wells said this year at an investor conference.

Theta Alpha Kappa honor society recently inducted 15 students into the Alpha Epsilon Iota chapter. The organization recognizes excellence in the fields of religion and theology at both the baccalaureate and post-baccalaureate levels of higher education.


The Rhodes chapter was created in 2000, and candidates for admission must have an overall GPA of at least 3.0, at least 12 credit hours in religious studies (including Humanities "Search" courses) and at least a 3.5 GPA in those classes.

The U.S. desire to maintain a military presence in Afghanistan is the subject of talks today in Kabul, where Secretary of State John Kerry is in prolonged discussions with President Hamid Karzai. Most of the U.S. troops would continue training Afghan forces, while another contingent works against terrorist groups.


As for how many Americans would be posted to Afghanistan, NPR's Sean Carberry says a precise number hasn't emerged, but he adds that "through conversations and comments by military officials, the range is about 5,000 to 10,000."


From Kabul, Sean tells our Newscast unit that two main points seem to stand in the way of an agreement.


One is Afghanistan's request for "a firm security guarantee," he says, in which the U.S. would pledge to act if the country is attacked. But for the U.S., such an agreement would require a treaty and Senate confirmation.


And American officials want "to be able to conduct counterterrorism operations here against al-Qaida remnants," Sean reports — something Afghanistan opposes because it would mean foreign troops would act unilaterally.


As the talks continued Saturday, they expanded well beyond their initial schedule, Sean says. A planned afternoon news conference was repeatedly pushed back; Kerry's departure from Kabul for dinner and meetings in Paris was also postponed.


The U.S. has said it wants to finalize a deal on the issue by the end of October.

Press conference now over. If you missed it, you missed one of the most demeaning, pejorative performances I’ve ever seen by any President. I say “one of” because it’s possible there’s a more snide performance I’ve forgotten.


But today was memorable.

Before the start:


In a hastily called press conference, Obama is expected to reiterate that he will not negotiate with Republicans unless and until a “clean” Continuing Resolution is passed and the debt ceiling raised without condition.


That’s the message The White House sent out this morning, with Obama calling John Boehner to tell him that there will be no negotiation:




It is not surprising that Obama is seeking press coverage explaining why he will not negotiate, as Obama’s no-negotiation posture is hurting him, as even Jonathan Chait at New York Magazine recognizes:


… House Republicans may have a better sound-bite message. Last night I listened to a short radio news report, and it summarized the position of the two parties as follows: Republicans want to negotiate, and Democrats refuse…. Obama’s message is currently complicated — negotiate this, not that — while Boehner’s is simple….


Obama has a problem going simple because he and Democrats have so demonized Republicans and the Tea Party as terrorists that Obama has left himself on a ledge where he either jumps and takes the country with him, or he negotiates with terrorists.
