Two smaller unions agree deals with Lockheed

(Reuters) - Lockheed Martin Corp said on Saturday it had negotiated new contracts with two smaller unions at its Fort Worth, Texas plant, even as a strike by the larger machinists union stretched into a fifth week.

Lockheed said about 70 members of the International Brotherhood of Electrical Workers (IBEW) on Friday ratified a new contract that would extend for four years. On Saturday, a new five-year contract was approved by 430 members of the Office and Professional Employees International Union (OPEIU).

Both agreements take effect on Monday.

Lockheed said the agreements would help the company continue its work on the F-35 Joint Strike Fighter, the Pentagon's largest weapons program, the F-16 fighter and other programs.

The company said the contracts each included a $3,000 ratification bonus, general wage increases, cost of living adjustments and a 14 percent boost in future pension benefits.

The deals also include a defined contribution pension plan for new hire employees in lieu of a defined benefit pension plan, a retirement account similar to a 401(k).

That was one of the sticking points in Lockheed's talks with the International Association of Machinists and Aerospace Workers (IAM), which represents 3,300 of 14,250 workers at the facility. It has been on strike since April 23.

The union also represents about 200 workers at Naval Air Station Patuxent River in Maryland and 150 at Edwards Air Force Base in California. Union and company officials said no negotiations were scheduled.

FIGHTER PROGRAM PRESSURES

The strike adds to pressures facing the $397 billion F-35 Joint Strike Fighter program, restructured three times to cut costs and slow development to allow for more testing. The program has completed about 20 percent of the testing required.

Lockheed said production, finishing and testing of the F-35 warplane were continuing despite the strike.

Lockheed spokesman Joe Stout said the company had identified 3,400 salaried employees who could perform tasks done by the striking workers, if needed, but he declined to say how many of those employees had been activated since the strike began.

That is up from around 2,200 salaried workers who were ready to do the union workers' jobs at the start of the strike.

He said employees filling in on the production line were working 10-12 hour days, instead of an 8-hour shift. The plant was operating on one shift, instead of two, six days a week.

But he said the company was beginning to plan for resuming a second shift, if needed, to ensure that it was able to meet its commitments to the Pentagon and foreign buyers.

Since the strike began, Lockheed has delivered three short takeoff, vertical landing F-35B models to the Pentagon, and transferred three F-16 fighters for sale to Morocco, Stout said.

"We're not at full-scale operations, but we're continuing to deliver airplanes, we're continuing to move airplanes to the flight line," Stout said.

The IAM on Friday filed an unfair labor practice charge with the National Labor Relations Board over what it called "misleading and threatening mail" sent to striking workers.

The letter was sent to striking workers who have outstanding loans with an employee savings plan, which permits loans against employee savings. The letter explained the consequences of going into default, but did not mention a 12-month grace period that applies in the event of a strike, the union said on its website.

Lockheed said the letter was part of the normal process that occurs when an employee misses a normal payroll deduction payment and the grace period did not apply in this case.

"Employees on strike are not considered to be on a company-approved leave of absence and therefore the loans taken against their 401(k) accounts are governed by the IRS' retirement income tax guidelines," Stout said.

Chinese activist who fled house arrest heads to US

BEIJING (AP) ? A blind Chinese legal activist was hurriedly taken from a hospital and put on a plane for the United States on Saturday, closing a nearly monthlong diplomatic tussle that had tested U.S.-China relations.

Chen Guangcheng, sitting in a wheelchair and accompanied by his wife and two children, boarded United Airlines Flight 88 for the 12-hour flight to Newark, outside New York City, a few hours after Chinese authorities suddenly told him to pack and prepare to leave.

"Thousands of thoughts are surging to my mind," Chen said at the airport. His concerns, he said, included whether authorities would retaliate for his negotiated departure by punishing his relatives left behind. It also is unclear whether the government will allow him to return.

A self-taught legal activist, Chen asked his supporters and others in the activist community for their understanding of his desire to leave the front lines of the rights struggle in China.

"I am requesting a leave of absence, and I hope that they will understand," he said.

The Chens' departure to the United States marks the conclusion of nearly a month of uncertainty and years of mistreatment by local authorities for the activist.

After seven years of prison and house arrest, Chen made a daring escape from his rural village in late April and was given sanctuary inside the U.S. Embassy, triggering a diplomatic standoff over his fate. With Secretary of State Hillary Rodham Clinton in Beijing for annual high-level discussions, officials struck a deal that let Chen walk free, only to see him have second thoughts, forcing new negotiations that led to an agreement to send him to the U.S. to study law ? a goal of his ? at New York University.

Moments after his departure from Beijing, State Department spokeswoman Victoria Nuland confirmed that Chen was en route to the U.S. and praised the quiet negotiations that freed him.

"We are looking forward to his arrival in the United States later today," Nuland said in a statement. "We also express our appreciation for the manner in which we were able to resolve this matter and to support Mr. Chen's desire to study in the U.S. and pursue his goals."

The White House also said it was pleased with the outcome of negotiations between the Chinese government and the State Department that allowed Chen to leave China with his family.

"We are pleased at this development," said Ben Rhodes, deputy national security adviser, who spoke with reporters at Camp David, the presidential retreat where President Barack Obama is hosting the Group of Eight summit.

China's Foreign Ministry said it had no comment. The government's news agency, Xinhua, issued a brief report saying that Chen "has applied for study in the United States via normal channels in line with the law."

Chen's supporters welcomed his departure. "I think this is great progress," said U.S.-based rights activist Bob Fu. "It's a victory for freedom fighters."

The 40-year-old Chen is emblematic of a new breed of activists that the Communist Party finds threatening. Often from rural and working-class families, these "rights defenders," as they are called, are unlike the students and intellectuals from the elite academies and major cities of previous democracy movements and thus could potentially appeal to ordinary Chinese.

Chen gained recognition for crusading for the disabled and for farmers' rights and fighting against forced abortions in his rural community. That angered local officials, who seemed to wage a personal vendetta against him, convicting him in 2006 on what his supporters say were fabricated charges and then holding him for the past 20 months in illegal house arrest.

Even with the backstage negotiations, Chen's departure came hastily. Chen spent the last two and a half weeks in a hospital being given medical treatment for the foot he broke escaping house arrest. Only on Wednesday did Chinese authorities help him complete the paperwork needed for his passport.

Chen said by telephone Saturday that he was informed at the hospital just before noon to pack his bags to leave. Officials did not give him and his family passports or inform them of their flight details until after they got to the airport.

Seeming ambivalent, Chen said that he was "not happy" about leaving and that he had a lot on his mind, including worries about retaliation against his extended family back home. His nephew, Chen Kegui, is accused of attempted murder after he allegedly used a kitchen knife to attack officials who stormed his house after discovering Chen Guangcheng was missing.

"I hope that the government will fulfill the promises it made to me, all of its promises," Chen said. Such promises included launching an investigation into abuses against him and his family in Shandong province, he said before the phone call was cut off.

Chen's expected attendance at New York University comes from his association with Jerome Cohen, a law professor at the university who advised Chen while he was in the U.S. Embassy. The two met when the activist went to the United States on a State Department program in 2003, and Cohen has been staunch advocate for him ever since.

"I'm very happy at the news that he's on his way and I look forward to welcoming him and his family tonight and to working with him on his course of study," Cohen said.

Much as Chen has said he wants return to China, it remains uncertain whether the Chinese government would bar him, as they have done with many exiled activists.

"Chen's departure for the U.S. does not and should not in any way mark a 'mission accomplished' moment for the U.S. government," said Phelim Kine, a senior Asia researcher at Human Rights Watch. "The harder, longer term part is ensuring his right under international law to return to China when he sees fit."

Wu'er Kaixi, an exiled dissident who is on China's list of most wanted student leaders for the 1989 Tiananmen Square demonstrations, made a third unsuccessful attempt Saturday to turn himself in at a Chinese Embassy, this time in Washington, D.C.

However, Chen's friends and supporters cheered Chen's departure. Teng Biao, who had urged Chen after he left the U.S. Embassy to leave China for his personal safety, welcomed the family's departure.

"I feel happy that he and his family can have a normal, free life in the United States with their safety ensured," Teng said.

Nanjing activist blogger He Peirong, who picked Chen up outside his rural village after his escape and spirited him to Beijing, said, "I hope that this will be a good beginning."

U.S. firms eye Myanmar as sanctions suspended

WASHINGTON/HONG KONG (Reuters) - The suspension of U.S. sanctions barring investment in Myanmar in response to political reforms in the poor Southeast Asian state opens the door to U.S. firms queuing to scout for business in one of the last frontier markets.

U.S. firms are expected to join those from Asia and Europe that have already moved into a market of up to 60 million people in the former British colony. Analysts and experts have said there will be opportunities for foreign companies across the industrial landscape - from energy, mining and construction to agriculture, finance and tourism.

General Electric Co, the biggest U.S. conglomerate, said on Friday it was working with the Myanmar government on possible infrastructure projects and opportunities in the healthcare and energy sectors.

"We are looking at healthcare. We are working with the government on energy. Eventually we will look into all of the infrastructure businesses," GE Vice-Chairman John Rice told Reuters in Hong Kong.

"We are looking at Yangon's power needs, working with the ministry and the government to figure out how we can help reduce some of the shortages," said Rice, who runs GE's global operations and visited Myanmar in April.

U.S. Secretary of State Hillary Clinton announced the suspension of sanctions at a news briefing on Thursday with Myanmar Foreign Minister Wunna Maung Lwin, on his long-isolated nation's first official visit to Washington in decades.

"Today we say to American business: invest in Burma and do it responsibly," Clinton said.

Nabil Barakat, CEO of Wamar International, a U.S.-based energy services firm, met Myanmar government officials this week to discuss projects including repairing gas-fired power plants in Yangon, media reported.

Myanmar, also known as Burma, has huge gas resources, but a dysfunctional power grid, with nationwide rolling blackouts.

A spokesman for automaker Ford Asia told Reuters: "It's very encouraging to see the rapid and positive developments ... We are sure Ford will find opportunities to participate in this ongoing transformation."

The International Monetary Fund has estimated Myanmar's gross domestic product at a little more than $50 billion. Neighboring Thailand, with a population of about 67 million, has a GDP of $348 billion.

SANCTIONS SUSPENDED, NOT LIFTED

Clinton said Washington would issue a general license to permit U.S. investments across Myanmar's economy, allowing U.S. energy, mining and financial services companies to look for opportunities in an economy which is rapidly re-opening after having been run down by five decades of military rule.

But she stressed the laws underpinning U.S. sanctions on Myanmar would remain - as leverage while pushing the government further on democratic reforms.

"We are suspending sanctions. We believe that is the appropriate step for us to take today," Clinton said. "We will be keeping the relevant laws on the books as an insurance policy, but our goal and our commitment is to move as rapidly as we can to expand business and investment opportunities."

Myanmar welcomed the announcement.

"It is excellent," Industry Minister Soe Thein said in an interview with Reuters in the capital, Naypyitaw. "This morning I heard the news and I am very, very happy.

"For the investor, financial sanctions are very important. Because of them, I haven't been able to move ... The U.S. can invest in a lot of areas."

Soe Thein, who met Rice in Naypyitaw last month, said GE was interested in leasing generators to supply electricity to Yangon. An official in Yangon said the project would consist of four generators of 25 MW each.

President Barack Obama, elaborating on the policy shift, said Washington would work to "ensure that those who abuse human rights, engage in corruption, interfere with the peace process, or obstruct the reform process do not benefit from increased engagement with the United States".

Myanmar's reformist, quasi-civilian government took office a year ago and has started overhauling its economy, easing media censorship, legalizing trade unions and protests, freeing political prisoners and agreeing to ceasefires with ethnic minority rebels. Nobel Peace Prize laureate and pro-democracy leader Aung San Suu Kyi has a seat in parliament.

"TOOL TO MAINTAIN PRESSURE"

Suu Kyi's National League for Democracy, Myanmar's biggest opposition force, won a 1990 election by a landslide but the military refused to cede power and for two decades suppressed the party's activities, jailing many of its members.

In response, the United States and other Western countries imposed sanctions that drove the country closer to China. Now, Derek Mitchell, the State Department's coordinator for policy towards Myanmar, is to be nominated U.S. ambassador.

Pro-democracy advocates have urged the United States to move cautiously, saying sanctions are an important tool to maintain pressure on the government to follow through on pledges of greater democratic openness.

Illustrating those concerns, the United Nations is investigating reports of possible weapons-related deals between North Korea and Myanmar, according to a confidential report seen by Reuters.

In preparation for a likely wave of foreign investment into the resource-rich economy, Myanmar's central bank said it would seek to weaken its newly floated kyat currency and prevent further rises that could derail economic reforms.

"In the near future there will be a massive inflow of foreign direct investment, and as a result Myanmar's kyat is expected to appreciate. We will do our best to prevent this," Nay Aye, a deputy central bank governor, told Reuters in an interview.

Hans Vriens, a Dutch consultant and adviser to European companies and the Myanmar government, said the economy was "desperate for foreign investment and especially for Western investment" as it didn't want to be "a client state of China".

"The regulatory system is completely outdated," Vriens told Reuters. "It's difficult to import, difficult to export. They need to modify that most of all. The government means well and they're very open to asking for advice, but you need to remember that the government is staffed by former generals.

"They know how to fight an insurgency, but they don't know how to run an economy," he said.

Some human rights activists remain wary.

U.S. Campaign for Burma, which opposes wholesale lifting of sanctions until the government makes deeper reforms, said Myanmar's army continued to wage a campaign against the Kachin ethnic minority in northern Myanmar and the new U.S. policy would do little to stop it.

Bill Davis, Burma Project director of the group Physicians for Human Rights, said Kachin and other ethnic minority groups whose homelands hold Myanmar's natural resources told him in interviews they were "still afraid of the government".

"If the people of Burma do not trust their government, the U.S. administration should not either," he said.

U.S. Air Force keeping close watch on Boeing tanker

WASHINGTON (Reuters) - Boeing Co's program to develop a new refueling tanker is proceeding well, but an aggressive test schedule and Boeing's plan to close the Wichita, Kansas, plant still pose some risks, said the Air Force general in charge of the program.

Major General Christopher Bogdan, who runs the $51.7 billion program for the Air Force, said on Thursday he was cautiously optimistic after the program passed a first critical milestone earlier this month, but that there is more hard work ahead.

"The program is on a good path, but we still have lots of work to do and there are still risks in the program that we have to work to mitigate," Bogdan told Reuters in a telephone interview. "The onus is truly on Boeing to continue to perform as well as they have so far."

U.S. defense officials and lawmakers are watching developments on the tanker program carefully after two earlier bungled attempts over the last decade to start replacing the Air Force's aging fleet of tankers, which refuel fighter jets and other warplanes in mid-flight.

Boeing beat out Europe's EADS to win the contract in February 2011, capping a decade of failed Air Force attempts to start replacing its aging fleet of KC-135 refueling planes, which are now 49 years old, on average.

Bogdan said the program got passing grades on all 89 entrance criteria to get to the preliminary design review, 17 mini-reviews conducted as part of the broader review; and a larger integrated review of the overall airplane program.

He said Boeing had done "an excellent job" with designing and building the new 767-based airplane's core capabilities, including the refueling boom and re-designed fuel-carrying wing pods, which was not unexpected given the fact that the plane is based on a commercial product.

But he said the company needed to rework its designs for some secondary items, including a screen between passengers and cargo, and the crew rest areas, by next summer.

"There are a few things ... that we are going to refine in terms of the design as we move to the (critical design review)," Bogdan said. Those issues, however, were "nothing earth-shattering" and not significant enough to jeopardize approval of the preliminary design review, he added.

Newly redesigned wing refueling pods promise to avoid the issues that plagued the tankers Boeing built for Italy, but the Air Force would be fully convinced only when it saw the actual pods, Bogdan said.

AIR FORCE SURPRISED BY WICHITA CLOSURE

Bogdan, who will swap jobs this summer with the deputy program executive officer of Lockheed Martin Corp's F-35 warplane, said top Air Force officials were surprised by Boeing's decision to move some manufacturing and finishing work on the tanker from Kansas to its Everett, Washington plant.

He said he learned about Boeing's plan to close its Wichita facility, eliminating over 2,100 jobs, the day before it was announced publicly, and had warned Boeing not to let the move affect the program or drive up costs.

He said there was no indication during the source selection process that Boeing planned to close the plant, and Air Force leaders were monitoring the move closely since there are other Pentagon contracts that the company works on there.

"The minute they told us they were going to do that, I got on the phone with the senior leaders of Boeing and ... I told them - you have now injected significant risk into my program and I expect Boeing to deal with that risk and never have it affect me or the taxpayer," he said.

Bogdan said Boeing had agreed, and was taking "very aggressive" steps to ensure the transition did not slow down work on the tanker program or increase its cost.

He said the Air Force was protected due to its fixed-price contract, which meant that any additional cost resulting from the move would have to be absorbed by the company.

Bogdan said the Air Force had learned from past attempts to replace the tanker fleet, and problems on other acquisition programs, including Lockheed's F-22 and F-35 fighter programs, in setting up its contract with Boeing.

He said the testing schedule was aggressive to get to a milestone decision in August 2015 that would allow the start of production, but unlike other programs -- about 60 percent of the testing would have been completed by that point.

The program also had a special clause that required Boeing to develop fixes for any problems that arose during testing, and retrofit any planes already built at that point.

He said the Government Accountability Office, a congressional watchdog agency, would visit the Boeing facility with him next week, and planned to keep close tabs on the program. GAO recently reported that the program faced "significant schedule risks" and technical challenges, and was already $900 million over budget.

computer networkThe NAVAIR Communications Security (COMSEC) management team will host the 10th Annual NAVAIR COMSEC Conference 8 a.m. to 3:30 p.m. June 5 and 6 at the Naval Air Station Patuxent River theater.

The conference will provide information to program managers and their designated representatives on COMSEC policy and crypto modernization programs.

A substantial list of crypto-related topics will be briefed, to include crypto modernization program updates on: Identification Friend or Foe MODE 5; generation five of ARC-210 radio; VINSON/ANDVT Crypto Modernization, or VACM; Multifunctional Information Distribution System ? Joint Tactical Radio System and Multifunctional Information Distribution System ? Low Volume Terminal; and Integrated Broadcast Service. Other topics include embedded COMSEC supply procedures from Naval Supply Weapon Systems Support and crypto life cycle sustainment.

The conference is open to all NAVAIR program managers, acquisition personnel, supporting contractors and fleet COMSEC users. Attendees must be U.S. citizens with a valid government-issued ID, which is required for entrance.

(AP) ? Armando Rodriguez was warned several times to continue taking his tuberculosis medicine.

At one point, authorities said, he told his case officer he stopped the treatment out of concern for his liver while binging on alcohol and methamphetamine.

So on Tuesday, authorities took the unusual step of arresting Rodriguez and charging him with refusing to comply with a tuberculosis order to be at home at certain times and make appointments to take his medication.

It's a move that divides public health officials.

"I think it's an error to confine someone in the criminal justice system for a public health crime," said Lawrence Gostin, a Georgetown University public health law professor who drafted a model law adopted by several states struggling with the issue. "The whole intention is to protect the public's health. It's not to lay blame on someone."

Health officials say Rodriguez, 34, of Stockton has active pulmonary tuberculosis, which can include coughing up blood or phlegm and can spread through the air.

Rodriguez has been noncompliant with his treatment and could become contagious as a result, Ginger Wick, nursing director for San Joaquin County, said in a letter requesting a warrant for Rodriguez's arrest.

After failing one time to give himself the drugs, Rodriguez told a nurse he had gone on an alcohol binge and taken methamphetamine and didn't want to hurt his liver, Wick said in her letter.

Rodriguez was arrested Tuesday and is expected to be arraigned Thursday on two misdemeanor counts.

He will likely be appointed a public defender.

Tuberculosis is a bacterial infection that usually attacks the lungs. Many people have a latent form, and the active form usually only affects adults whose immune systems are compromised, which can happen from drug use.

Public health experts are divided on the issue of mandatory treatment and criminal charges for patients who don't comply with treatment orders.

Many of those who do support criminal prosecution in the rarest of cases when public health is in jeopardy oppose the jailing of patients.

Implementing mandatory treatment should be a last resort, and prosecuting someone for disobeying a public health order is unhelpful and sends the wrong message if protecting public health is the intent, Georgetown's Gostin said.

Instead, the afflicted should be given assistance such as transportation to and from treatments rather than punishment as an incentive to take their medicine, he said.

The Centers for Disease Control and Prevention said laws to control the spread of tuberculosis have been in use for more than a century, though regulations differ in each state.

As many as 12,000 new cases of tuberculosis are reported in the country each year, the CDC reported. California recorded 2,317 new cases in 2011, a low since records have been kept.

Nonetheless, officials throughout the nation continue to struggle to stop the spread of tuberculosis, with several drug-resistant strains emerging in recent years.

Federal and state officials don't keep records of the number of people prosecuted for refusing to take their medicines. But some say it's exceedingly rare to file criminal charges in such cases.

San Joaquin County has had more than 30 tuberculosis prosecutions since 1984, prosecutor Stephen Taylor said, noting the county is more aggressive than other jurisdictions in prosecuting patients to get them to take their medication.

"The criminal cases we're dealing with generally involve drug users who are harder to treat and manage because the TB medicines conflict with street drugs," he said. "We have to throw these people in jail and treat them as in-patients. They don't cooperate as out-patients."

Karen Furst, San Joaquin County public health officer, said the county arranges transportation and other services to help patients stick to their drug regimen and turns to the legal system only as a last resort.

"I have to make sure that if I'm aware that somebody is in a position that could possibly be spreading a disease to another person, that I take steps that are necessary to prevent that from happening," she said.

Rodriguez was discharged in March from San Joaquin General Hospital with four medications for active tuberculosis and agreed to take the drugs under observation by a county health official on weekdays and on his own on weekends, authorities said.

He allegedly refused to take the drugs on another day and then was not at home on three occasions and missed an appointment.

Each charge against Rodriguez carries a maximum penalty of a year behind bars. In her letter, Wick said Rodriguez would need nine months of treatment.

JavaScript and AJAX have traditionally put a wrench in Google bots' journey through a webpage, but it looks like the search engine has developed some smarter specimens. While digging through Apache logs, a developer spotted evidence that bots now execute the JavaScript they encounter -- and rather than just mining for URLS, the crawlers seem to be mimicking how users click on objects to activate them. That means bots can dig deeper into the web, accessing databases and other content that wasn't previously indexable. Looks like Google is one step closer to success on its quest to know everything.

F-22 safety questions remain despite Panetta's order

On Tuesday, Secretary Panetta?told the Air Force to speed up installation of a backup oxygen system in F-22s and to keep F-22 flights near emergency landing strips at all times ?should a pilot encounter unanticipated physiological conditions during flight,? according to a Defense Department news release.

But ?what Panetta has done is very minor and doesn?t change that the pilots remain at risk,? says?Winslow Wheeler, director of the Straus Military Reform Project in the Project on Government Oversight.?

The secretary's directive comes after years of problems that have plagued the most expensive fighter jet in military history.?This month, news programs on CBS and ABC aired the concerns of?two F-22 pilots who said they refused to fly the plane after becoming woozy and dizzy in mid-flight. The issue appears to be related to the plane's oxygen-distribution system.?

Already, Air Force officials had decided to ground the F-22 last May after nearly a dozen symptoms of oxygen deprivation, or hypoxia, were reported. But the service resumed flights in September, and since then nearly a dozen more possible such cases have been reported, according to Pentagon officials. At least one Air Force pilot death in an F-22 crash is suspected to be related to oxygen deprivation.

With the order Tuesday, Panetta's intent is to make sure the Air Force does not take the matter lightly, according to Pentagon Press Secretary George Little. ?The secretary wants to add is muscle to this,? he told reporters. ?He takes very seriously the concerns raised by the pilots.?

The F-22 is a controversial icon of American air power. Developed with enemies like the Soviets in mind, F-22s have yet to fly a single combat mission. Yet their technology is cutting-edge, potentially allowing?the United States to launch stealth attacks by flying at supersonic speeds and taking out enemy aircraft using advanced radars.?

?The F-22 is the highest icon of the Air Force ? it?s the embodiment of their vision of warfare and technology,? Mr. Wheeler says.

The result, he says, is that Air Force officials "regard maintaining the image of the airplane as more important than maintaining the health of the pilots. It?s an unkind and simple assessment,? he adds, ?But it?s true.??

Some line workers manufacturing the F-22 have complained, for example, of health problems after inhaling the chemicals used for the stealth coating on the plane that helps it evade radar-detection systems, a matter which should also be investigated, Wheeler says.

Air Force officials deny that they are putting the F-22's image above safety.

Gen. Mike Hostage, head of Air Combat Command in Virginia, told reporters April 30 that the fighter jet is safe for pilots to fly. ?Right now, we believe that risk ? although it?s not as low as we would like it ? is low enough to safely operate the airplane at the current tempo.?

Student Loan Rates Shouldn't be Allowed to Rise | VSAC newsline

Recently, I joined U.S. Rep. Peter Welch of Vermont in urging Congress to halt a planned hike in the interest rate on subsidized Stafford loans (federal education loans that go to students with the greatest financial need). Unless Congress acts, the rate will rise from 3.4 to 6.8 percent on July 1.

Congress? decision will have huge implications for students throughout the country. If the rate is allowed to increase, a college education is going to become even more out of reach for students who need our help the most.

Take the case of a student who borrows $23,000 for college, the maximum available to undergrads using subsidized loans, and repays the loans during the customary 10 years:

  • At 3.4 percent, the borrower would repay the principal plus $4,149 in interest, for a total of $27,149.
  • At 6.8 percent, the borrower would repay the principal plus $8,746 in interest, more than twice the amount accruing at 3.4 percent, for a total of $31,746.

If the student extends his or her repayment period ? for example, because of unemployment or underemployment ? the interest mounts. Under a 20-year repayment plan, a 3.4 percent rate translates to $8,650 in interest and a 6.8 percent rate costs $19,021 in interest ? almost as much as the original amount borrowed.

Apart from the subsidized loan discussion, but no less important, are interest rate challenges facing other federal loan customers:

  • Undergrads with unsubsidized Stafford loans already pay 6.8 percent in interest. These ?unsub? loans, in which interest accrues from the day the loan is made, are used by undergrads who do not qualify for a subsidy while attending school or who need more than they can receive in the subsidized program.
  • Grad students with Stafford loans also pay 6.8 percent.
  • Parents and grad students with PLUS loans, another type of federal loan available to supplement Stafford borrowing, pay from 7.9 to 8.5 percent in interest.

At his news conference, Rep. Welch was joined by several student and parent borrowers who, like VSAC, share his view that reasonable interest rates are vital to keeping higher education affordable. The same week, VSAC talked by phone with a father who was struggling to manage the federal PLUS loans he and his wife had taken out to help pay for two sons? college educations.

It wasn?t so much the face value of the loans that had him concerned, but the interest rate. Given the high PLUS rate, the loans were costing the family $1,400 a month. Because no rate relief is in sight for this type of federal loan, the parent chose to pay off his PLUS loans by refinancing his home at about 3 percent interest. It frustrated him that he had to do this, but now the debt will cost him about a third of what he had been spending.

Ironically, the federal education loan programs were developed to provide students with access to low-cost financing and to enable parents to pay for their children?s education without putting their own homes and livelihoods at risk. The original goal was to provide rates and benefits that the private sector couldn?t match due to higher borrowing costs and underwriting restrictions.

So it is with sadness that we at VSAC hear from borrowers who feel forced to give up their federal loans for riskier forms of debt, or, in the worst case, to forego education altogether. Despite recent questions about the value of higher education, the depressed job market, the proper role for government in funding education, and whether students are borrowing responsibly, two things remain true.

Education beyond high school ? not always a four-year degree, but some type of education or training ? is still the best ticket out of poverty and toward a life of greater opportunity. And financial aid, whether in the form of grants, scholarships, or loans, will still be needed to help families make this important investment in the future. While we continue to debate the value of education and what more we can do to foster responsible borrowing, the federal government should not saddle students with unreasonable and unfair finance charges.

In need of a new computer, but holding out because you don't want to be saddled with a last-gen OS when Windows 8 lands? Worry not potential consumers, Microsoft plans to offer a cheap upgrade path to its latest and greatest if you buy in now. Well, not now, but soon. Starting June 2nd Redmond will offer a $15 upgrade from Windows 7 to Windows 8 Pro. Mary Jo Foley first reported the deal last week, but wasn't able to put a price on the offer. Now, Paul Thurrott is filling in those blanks. For $14.99 any new PC purchaser will be insured against the coming Metro revolution. This is hardly a new tactic for Microsoft, which has used similar deals to try and stave off steep drops in computer sales as the release of a new OS approaches. The only question we have left is, why the push to Pro? Though, far be it for us to look a gift horse in the mouth.

'Survivor: One World' Winner: 'I Got Lucky'

'I feel like people are giving me too much credit,' Kim Spradlin tells MTV News about winning the latest season of 'Survivor.'

NEW YORK — Thirty-nine days, 18 people, one Survivor ... and it's exactly who it should have been all along.

Surprising nobody but relieving everybody, 29-year-old bridal shop owner Kim Spradlin won the million-dollar prize on "Survivor: One World" on Sunday, and she deserves every penny. Blue-eyed Kim wasn't just the best-liked person out on the beach, she was the strategic mastermind who engineered the complete collapse of the game's men, a physical powerhouse with four immunity victories to her name, and a savvy enough player to sniff out a hidden immunity idol she never even had to use.

Watching the season, it didn't take an eagle-eyed "Survivor" fan to know that Kim had all the makings of a fantastic winner. But try telling that to Kim herself. Speaking with MTV News at the "Survivor: One World" finale, the pride of Salani revealed that going into the evening, she honestly didn't think she had a chance at taking home the grand prize.

"Honestly, it was just starting to feel too obvious," Spradlin said of watching herself on television this season. "I thought there's no way [I'm winning]. Something's up. Something's wrong. When you're out there on the island, you get really paranoid, and you carry that back into your life. So I feel like I came back concerned that I wasn't getting [the win]."

But it was a different story out on the island. Kim weaved her way through numerous alliances to secure a top spot at the end of the game, leaving more than a few bitter jurors behind in her wake. Though she initially feared their wrath going into the final tribal council, she ultimately walked away from that experience feeling encouraged.

"At the very end of the final tribal council was the first time where I really thought I could win this," she said. "Up until then, I hadn't heard the jury speak. I had no idea how mad they were going to be. And [throughout the season], they looked really mad. I didn't think I had that great of a chance until I heard them talk."

In the end, Kim credits her win to two things. "I really wanted to keep my options open. I said that a lot on the show. If something went wrong here — if Chelsea was med-evaced one day — I'd have other options. I never wanted to put all of my eggs in one basket," she said. "But at the same time, I wanted to be this great presence that people trusted, that felt calming, that people liked having around. I wanted people to think that I was on their side, so that they'd keep me around for them."

Her strategy worked, and now, Kim's already being talked about as one of the all-time great "Survivor" winners. Indeed, during a commercial break at the live finale, original "Survivor" winner Richard Hatch piped up from the back of the Ed Sullivan Theater to describe Kim as one of the best players to ever play the game. That's pretty high praise within the "Survivor" community, to say the least.

"Honestly, I'm shocked," she said of people's reactions to her game play. "I feel like people are giving me too much credit sometimes. It just came naturally to me. And I got lucky — I think that's a big part of this game. I've heard people refer to the butterfly effect out there: If someone stumbles upon a little thing, everything could end up totally differently. I think that's very true."

Luck is a factor, true, but there's no doubting that Kim's inherent understanding of the game of "Survivor" fueled her victory as well. Now, with whispers of all-star seasons coming up in the future — the next season, set in the Philippines, is already slated to bring three former players back into the mix — fans are already ready to see Kim return to the beach and walk all over her competition again. The question is: Is Kim up for another round of "Survivor" action? "How do you say no to playing 'Survivor'?" she said with a grin, before adding, "But I'm glad I'm not leaving tomorrow!"
